Directly with notepad++ Open is also garbled, CSV file is UTF-8 format.
I have no way to operate the database, so I can no longer export.

Open with Notepad, choose the encoding format ANSI, save as a new CSV file

Excel is using GBK, notepad++ can choose the encoding format "encoded in ANSI format" is OK
