The ol Community undertakes the traffic near the base station. The traffic volume is high and requires a small amount of transmit power. The Inter-cell interference is small and the frequency of reuse is more closely. This mainly solves the traffic.
Ul Community undertakes the traffic of the outer layer, with a small traffic volume, requiring a large amount of transmit power, high mutual interference between cells, and sparse reuse of frequency points, mainly solving the coverage problem.
Ol cells: Use Frequency Points with severe frequency interference; Ul cells use relatively clean frequency points;
