Permissions issues for ASP.net project running

I downloaded a asp.net project from my mailbox to the local machine, then set up a virtual directory, opened with VS, ran debugging, and there was an error.
Then, open IE, enter the virtual directory, there are no permissions to access the folder error.

There is no security this (my system partition is NTFS, very strange), so in this way, still did not solve the problem.

Finally, I built a dotnet folder in C, moved the project in, and finally solved the problem.
