PHP Web page Open speed is very slow, urgent ~

Before using IIS to execute PHP, with Cobub Razor, create a new database. Repeatedly modified some configuration, such as open Web Site page is still very slow.
Later with the Phpstudy, the environment and so do not have to accompany, but open the Web page is still very slow. Two ways to open a Web page time is 14, 5s.
I created a new php file and txt file in the root directory of the website, the execution of PHP and open txt speed is not slow.
The internet is definitely not slow. What could be the reason for asking for help? How to solve?
