Cause of the problem:

Although the file may have an XLS extension, this is a "fake" Excel file. If you open the file in a text editor you will find that it is actually an HTML file.
My reason is that the template is wrong, I directly put Excel2007 suffix, xlsx into xls, resulting in "pseudo" XLS file

Workaround:

When created with Excel2007, save as 2003


