Questions about unsuccessful site uploads

About Web site upload not successful problem
My website space upload when the echo is "temporary directory is empty", this is the space quotient PHP configuration problem, this program storage directory is the UP folder. Web site as long as the upload is unsuccessful, directory permissions are no problem. What is the reason?
