Problem Description:

The adt-bundle-windows-x86-20131030 downloaded on the Android website is configured, but the activity is not generated automatically after the Android project is created, and creat activity has been selected for creation.

Workaround:

For the lower version of the adt-v22.0.1, you can download it in My network tray.

So the problem was solved. There's a better way to tell me.
