After svnmanager is installed, the following conditions occur:
1. The created version library is an empty folder.
2. An error occurred while editing user and group permissions.

Solution: add the following content in config. php of svnmanager.
$ Svn_config_dir = '/tmp ';
$ Svnadmin_cmd = "/usr/bin/svnadmin -- config-dir/tmp ";

Replace $ switches = array (); with $ switches = array ('config _ dir' => $ svn_config_dir );
