Two questions about testing recently

After the product is released, the project enters the V2 stage. The project development and testing at this stage present some new features:

2. Some bugs of defer in V1 will be fixed in V2 based on their severity, severity, and impact on user usage.

3. Therefore, most tests at this stage focus on the bug fix test and the overall retesting of feature.

These features also give me two questions:

1. If the bugs found in this phase occur both in V1 and V2, and the bugs are not serious, these bugs will basically be defer. My question is, as a QA, if I know that these bugs will be reported by defer, will or should I report these bugs?

I discussed this issue with my manager yesterday and concluded that:

First, it depends on whether the bug has a functional impact (function) or the impact on user usage, and the severity of the impact. This bug must be reported if there is a functional impact or a serious impact on the user experience.

Secondly, it is related to the project development phase in which the bug is found. Different stages of project development have their own goals and schedule. If it is before FC or beta accept, the bug is usually reported. If it is after the product is released, or the V2 stage, it depends on the first point.

2. How can I better understand a project: from the user's perspective? From the developer's perspective? From the tester's perspective? I think this affects how to locate a bug and how to measure the severity of the bug.

In the next work, I will carry these two questions, hoping to find the answer.
