Ubuntu16.04LTS will not support AMD catalyst drivers as AMDGPU drivers. Instead, Canonical recommends that users use open source Radeon and AMDGPU as alternatives. Ubuntu 16.04 LTS will not support AMD catalyst drivers as AMD GPUs (graphics processing units) drivers. Instead, Canonical recommends that users use open source Radeon and AMDGPU as alternatives.

If you install Ubuntu April 21, 2016 LTS after the official release on April 9, 16.04, you will not encounter the problem of the display driver. If you choose to upgrade from Ubuntu 15.10 or Ubuntu 14.04 LTS, The fglrx driver is automatically cleared from the xorg. conf configuration file during the upgrade process. After removing all AMD catalyst drivers, Ubuntu 16.04 LTS will automatically try to use either Radeon or AMDGPU as a suitable graphics driver.
