As for why it was decided that the external stylesheet was linked with the link href instead of the style SRC, it was probably because the sages thought that the stylesheet was more consistent with the characteristics of the external link resource, which was closer to the attached resource than the embedded content. Consider alternate stylesheets, for example, to link only one set of style sheets at a time, rather than loading them all.
