From a legal point of view, once a user has the hardware of a computer system and the permission to use a commercial software, if the user unpulls the hard drive line (not to unplug it ), you have full right to run other operating systems on this computer, such as Linux. In this case, should this user be a Windows user or a Linux user? This is not easy to clarify. In short, Linux is wise to stay away from hard drives according to China's specific national conditions.

Note: no one will deny this because Linux is not GNU/Linux (free software) for the national team. Therefore, Linux of the national team should not take the Live development path. it is necessary to fight hard with Microsoft to grab the hard disk.
