Wtl Application Wizard update to 2.0rc1

Main functions:
Wtl project generation is provided as a wizard. The supported platforms include vs60, vs2002, vs2003, vs2005, and vs2008.
Currently, two interfaces are provided in Chinese and English to generate a wtl resource project.

Update:
Iup does not provide the wizard control, so iup is used for simulation. The previous version of iup. Wizard implements multiple iup. Dialog switches, and the effect is always unsatisfactory. In RC1, you have used iup. zbox to implement multiple page switches. The effect is exactly the same as that of the native Control compiled using wtl.
Fixed some errors in beta1 and beta2.
