xampp-php Memory_limit Limit Issues

I built the Testlink environment with XAMPP, and when I recently exported the brief test report, I prompted the following error:
Fatal error:allowed memory size of 1073741824 bytes exhausted (tried to allocate 8925 bytes) in D:\xampp\htdocs\testlink\ lib\results\resultstc.php on line 586

This is my memory_limit limit to 1024M after the error, from the notification log should be memory limit changed to 1024M, but in the allocation can not allocate 1024M of memory, so error, please ask the next big God how to modify?
