訪問設定檔.Program.GetConfigValue(string, string)”: 並非所有的代碼路徑都傳回值

我在做一個c#訪問設定檔資料的小測試，但是在寫的過程中斷點調試時，總是提示：“訪問設定檔.Program.GetConfigValue(string, string)”: 並非所有的代碼路徑都傳回值”。檔案在d盤當中，斷點位置是在foreach的結束括弧處。下面是代碼，還請各位高手哥哥姐姐多多指教
