LogUtils列印日誌工具類

這是一個從XUtils3中摘抄出來的列印日誌工具類。這個類列印日誌比較詳細，可以列印類名、方法名。
isDebug為列印日誌開關，初始化的時候可以使用LogUtils.isDebug(boolean b)來控制開關狀態。
