Android NetworkLocationProvider and GeocodeProvider

修改 frameworks/base/core/res/res/values/config.xml

把GoogleServicesFramework.apk和NetworkLocation.apk添加到
/system/app目錄下.

功能：

NetworkLocationProvider，網路定位功能；

GeocodeProvider，座標地址轉換功能。
