settings.xml沒有配置外掛程式應此需要

mvn org.mortbay.jetty:maven-jetty-plugin:run 

這樣來運行。
如果需要使用jetty:run,那麼必須在maven的setting.xml下配置

或者在對應項目的pom.xml中plugins的節點下添加配置
