1、"Certificate Chain" in RoRequest
      "is sent unless it is indicated in the RI Context that this RI has stored necessary Device certificate information".

2、"Peer Key Identifier" in RoRequest
      MUST send "if, and only if, it has stored the RI public key corresponding to the stored RI ID" specified in 5.4.2.4.1.

3、"No OCSP Response" in RoRequest
      MUST send "if, and only if, it has a complete set of valid OCSP responses for the RI certificate chain".

4、"OCSP Responder Key Identifier" in RoRequest
      MUST send "if, and only if, it has stored an OCSP Responder key for this RI".

5、"Certificate Chain" in RoResponse
      "MUST be present unless a preceding ROAP-RORequest message contained the Peer Key Identifier extension".
