都是php函數，就和上面說的。在字串裡面是無法解析的。

類似intval(base64_decode($_GET[id])) 這樣的代碼
單獨寫出來不好麼，為什麼要寫在SQL裡呢?因為省地方?

$id=intval(base64_decode($_GET[id]));
$sql_1=mysql_query("select * from $tbname_jihua where id ={$id}");

這樣不清晰明了，而且你的問題也解決了... 

