Linux 設定伺服器時區 UTC 0區

Linux伺服器建議使用UTC 0區且沒有夏時令，Atlantic/Reykjavik正好符合，這樣各個程式都比較簡單，時間不用算來算去的。

“夏時令”也會影響時間的換算，wiki上有講解。
