question 指主觀存在的“疑惑、疑問”，所以是需要“回答（ answer ）的”。 
problem 指客觀存在的和遇到的疑難問題，有時指較嚴重的問題，所以是需要“解決（ solve ， work out ）的” 。
matter 表示“事情，麻煩”，指具有某種特徵的案例。
issue 國際上發生的大事或正在討論的什麼事。
 
例如：
You haven't answered my question.  你還沒有回答我的問題。

His honesty is beyond question.  他的誠實無可懷疑。

a key problem ： 一個關鍵問題 The problem was how to move the heavy machinery.
問題是怎樣移動這台沉重的機器。
They are discussing how to solve the problem.

 中文裡的“問題”一詞可以譯為英文的issue、problem和question三個詞。那麼，國際關係研究中的“問題”，應取詞典中哪個解釋呢? 科學的角度看，廣義的問題是指某個給定的智能活動過程中的目前狀態與智能主體所要求的目標狀態之問的差距。
1）難題（Problem）："Problem" refers to "the situation that can cause difficulties." 
2）議題（Issue）：But "issue" means "something that you are discussing."
3）難題（Problem）一般是有明確的處理意向或處理方案的，比如在高速公路上車子壞了，很明顯需要把車修好，大家對這個問題沒有爭議，只是處理起來可能比較困難，這屬於難題。而議題是一種懸而未決，沒有固定方案，存在廣泛的社會爭議又具有廣泛社會影響的一類問題。我們把這類問題叫做“議題”（Issue）。
problem指需要解決的實際難題或麻煩，動詞搭配是pose, raise和solve或resolve, tackle。
如：No one has solved the problem of what to do with radioactive waste.還沒有人解決如何處理放射性廢料的問題。

question指通過提問或提出需要別人解答的話題，如試卷中的問題。動詞搭配是ask和answer，如：

The police asked me questions all day. Why won't you answer my question? 

在表示需要處理或考慮的問題時，question等同於problem。如：

This raises the question of teacher pay.者提出了老師的薪酬問題。

problem和question都有“問題”的意思。Problem通常指等待解決或決定的問題，尤指比較困難的數學、物理、化學等習題以及社會問題。Question通常指由於對某事疑惑不解，因而提出問題等待回答。鑒此，根據題意，正在討論的什麼事應該是issue.
