從 PostgreSQL 9.6升級到 PostgreSQL 10後，在使用的過程中，過去的 pgAdmin 3出現了很多問題，無法完全支援 PostgreSQL 10。
pgAdmin 4體驗差，很糟糕就算了，關鍵是 postgresql-10.3-1-windows-binaries壓縮版中的 pgAdmin 4無法啟動，啟動的時候會報出如下錯誤資訊:
The application server could not be contacted
解決辦法:在·venv\lib\site-packages\backports·目錄下建立一個空的 __init__.py

cd pgAdmin 4type nul > venv\lib\site-packages\backports\__init__.py
