After Microsoft Office 2003 Service Pack 2 (SP2) is installed, Microsoft Office Access 2003 may not start properly. You may receive a message similar to the following:
Windows is configuring Microsoft Office Professional Edition 2003. Please wait.
The configuration seems to have been completed as expected, but access 2003 cannot be started. If you try to start Access 2003 again, you will receive the same message.

Cause:
If the Group Policy is used to install Office 2003 sp2 based on each user, this problem occurs. When you use the Group Policy to install Office 2003 sp2 based on each user, a registry key may not be correctly updated.

To solve this problem, you can also try one of the following methods.

Method 1: import the corresponding registry key from a computer that can normally start Access 2003
To solve this problem, you can export a registry key from a computer that can normally start Access 2003. To do this, follow these steps.

Note: When you perform the following steps, some settings (such as ODBC settings or timeout settings) on the computer that cannot start Access 2003 may be overwritten. 1. on a computer that can normally start Access 2003, click Start, click Run, type regedit, and click OK ".
2. Find the following registry key:
HKEY_LOCAL_MACHINE/software/Microsoft/Jet
3. Right-click the registry key found in step 2 and click Export ".
4. In the "Export Registry File" dialog box, specify a location for the exported file, type the file name, click "selected branch", and then click "save ".
5. copy the file created in Step 4 to a computer where Access 2003 cannot be started normally.
6. On a computer where Access 2003 cannot be started normally, double-click the file copied in step 5 and click "yes" to confirm that you want to add the information to the Windows registry.
7. Click OK"

 

Method 2: manually change the Registry
To solve this problem, you can manually change the registry on a computer where Access 2003 cannot be started. To do this, follow these steps: 1. Click Start, click Run, type regedit, and then click OK ".
2. Locate and click the following registry key:
HKEY_LOCAL_MACHINE/software/Microsoft/jet/4.0/engines/Excel
3. In the right pane, right-click "Win32" and click "modify ".
4. In the value data box, type the following and click OK ":
C:/program files/Microsoft Office/office11/msaexp30.dll
Note: This path applies to the default location. If the msaexp30.dll file is located in another drive or folder, use the path of the actual drive and folder.
5. Exit the Registry Editor and start Access 2003.
