Background:

Heterogeneous LTE Networks: Macro base station + femto Base Station

In macro-only cellular network, macro base stations have the same transmit power, terminal is connected to the macro Base Station with the strongest power

In heterogeneous network, terminals are subscribed to certain femto cells, leading to a low throughput scenario: A terminal is connected to a femto base station instead of macro base station although the macro base station has higher power.

In order to maximize overall system resource utilization, the paper jointly considers transmit power of macro and femto base stations.
