When you connect to the SDE database in Arccatalog directly, no matter how you fill in the connection parameters, it is not connected (database management tools and code can be connected). Two main types of errors are reported:
Error:ora-12154:tns: Unable to resolve the specified connection identifier no Extende (Oracle Server ip:oracle Server port number/oracle service name);
ORA-06413 Connection not open error. (sde:oracle10g:oracle server ip:oracle Server port number/oracle service name).
Analysis

There is also a problem, originally ArcGIS10.0 environment should not be connected, but because its installation path is non-(x86) path, only cause can connect normally.
Results
The main reason for the error when using Oracle 10g Client Connection SDE is that the Oracle client version or the ArcGIS Desktop version path resulted in the workaround:
