Creation and use of Oracle Dblink

The situation encountered at work is simple:

--First give the user permission to create Dblink.
Grant resource to ODS_NWSC;
Grant CREATE database link to ODS_NWSC;

--Create the Dblink code below the user who gave the permission.
CREATE Database Link LINK_NWSC
CONNECT to LCAM_SC identified by lcam_sc_201504
USING ' (DESCRIPTION =
(Address_list =
(ADDRESS = (PROTOCOL = TCP) (HOST = 10.100.81.125) (PORT = 1521))
