C#winform StreamReader Chinese garbled handling problem

Today in writing a WinForm program, encountered the problem of Chinese garbled. Most of the internet is said through the system. Text.Encoding.Default to solve, but in fact the problem still exists.

And my solution is to

reader = new StreamReader (filename [i]. ToString () + ". html", System.Text.UTF8Encoding.UTF8);

When I looked at System.Text, I found the code in C # that comes with the UTF8 format.
