MySQL config file under Windows is called My.ini, under the MySQL installation root directory;

Under Linux is called MY.CNF, the file is located in/etc/my.cnf.

Host ' 127.0.0.1 ' isn't allowed to connect to this MySQL server

General reason: The MySQL database configuration file My.ini set the parameters: Skip-name-resolve
This causes the use of "localhost" to not connect to the database.

Workaround: Comment out: #skip-name-resolve

Commenting out has a slight impact on the settings of the database, sometimes causing slow connection to the database.
