The new document is created in 545454 X1200 pixels and the background is black. The new layer is used as the following rectangular selection area and filled.

Edit>Define paint brushPreset.

Then set the paint brush you just defined.

Create several layers, similar to the effect.

Add a projection style.

Then convert the layersSmart Object, Filter> blur> dynamic blur.

The effect is as follows.

New layers fill in black, filters> rendering> lens Halo, layer mode filter, opacity 50%.

Create a new layer and draw a black elliptic.

Add a layer style.

The effect is as follows.

Apply the layer Group, mask, and brush off the two sides.

Add a gradient adjustment layer, where the layer mode is superimposed.

The foreign materials are not provided. I just use Baidu as a texture, as shown below.

Drag into the document, remove the color, and then ctrl + I reverse, the layer mode is superimposed, opacity 22%, and then add the curve adjustment layer to brighten, to get a similar effect.

Create a new layer 6 filled with black, execute the lens halo filter, filter the color in layer mode, and then add the color level adjustment layer.

The effect is as follows.

There are many vertical bars on the screen. select the intelligent object layer just now, add a mask, and use a brush to smear the excess parts, similar.

Open the clip.

Drag the document to rotate a certain angle and add a mask to remove the two sides.

New layer fills in black,Filter> Texture> particles.

The layer mode is soft and the opacity is 60%.
