1, insert an "ellipse", and then hold down the Shift key, drag the mouse to draw a positive circle.

2, select the Circle-right-set AutoShape format.

3. The fill color is set to "No Color", the line color is set to "red", and the line weight is set to 6 points.

4, insert-text-wordart-select WordArt style 3.

5, edit the WordArt-text input "Word Union Special Seal" (Everybody wants to make what the official seal content, enter what Kazakhstan here).

6, right click on the text just entered, in the Drop-down menu select "Format WordArt."

7, in the plate inside the surround mode set to "floating in the top of the text."

8, in "Color and line" in the fill color set to "red", the line color set to "red."

9, drag the point around the WordArt, slowly adjust to the appropriate size of the circle (slowly adjust it ~).
