Modifying Windows system files always prompts for no permissions, although already administrator is not used.

The following methods can be resolved:

Right-click Properties, Security, Advanced, owner, edit, select Current user and OK,

Go back to the previous page and make sure that

Then edit in secure page point, add, Advanced, find Now, find current user, and OK,

Go back to the Security page, select the current user, give full control, finalize,

The above action is to set the file owner as the current user, and give full control of the permissions.

After this is set up, if you are not using the file can be changed, if you are using only DOS under the operation
