Symptom: Windows cannot start this hardware device, rescan or display an exclamation mark after uninstalling. Device Manager Drive Right-click Property, prompting for error message: Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or corrupted. (Code 19)
Workaround:
1. Click "Start"-run Regedit.exe, go to Registry Editor, to the left of the project bar to find
HKEY_LOCAL_MACHINE\System \currentcontrolset\control\class\{4d36e965-e325-11c E-BFC1-08002BE10318} selected, Find UpperFilter "and" Loweverfilter "items in the right window. Right-click to delete the "UpperFilter" entry and the "Loweverfilter" key.
2. Uninstall the problematic CD-ROM in Device Manager, and after uninstalling, click Scan Hardware changes to find the optical drive. This time the CD-ROM drive is back to normal, and if not, restart the computer.
