When optimizing SQL, we need to change our thinking and rewrite SQL in an equivalent way;

The modified SQL statements were quickly obtained as logical reads were greatly altered.

The first SQL Execution Plan contains A function, LNNVL ("A". "APP_ID" <>: B1), lnnvl (exp)

If the exp result is false or unknown, lnnvl returns true;

If the result of exp is true, false is returned.
