Step 1
Create a new canvas in Photoshop with a size of 2800*2800 pixels and a resolution of 72 pixels. With large canvas design, the image quality can be avoided in the process of resizing. Select the Paint Bucket tool below and the fill background is black.

Figure 01
Step 2
First we need to create a background. Select File > Place in the main menu bar to download the good paper texture material. The paper texture is automatically loaded into Photoshop in the form of a smart object. Because the size of the material is smaller than the canvas, copy it several times, then move horizontally to cover a good canvas. Then add a mask to the copied material layer and use the gradient tool to add a gradient effect to the edge of the material to seamlessly connect the material. In the process of adding a gradient, press shift to create a perfect horizontal gradient effect.
After the horizontal direction is finished, make the vertical direction, only need to copy and flip the layer vertically. The action effect is shown in the following illustration.

Figure 02
Step 3
Add additional textures to the paper layer below to make the paper look more special. First, add a new layer to the top of the layer and fill it with black. Then select Filter > Noise > Add noise to set the number to about 300%, and the value here is not exactly the tutorial setting, so you can judge with your own eyes.
Select "Filter > Style > Emboss", follow the settings shown in the following figure, and click OK when finished. Add a clipping mask for the new layer, and then set the level adjustment layer in the Layers panel, setting a high smooth block value of 165 to make the material look brighter. Sets the blending mode of the noise layer to overlay and the opacity setting to 28%.

Figure 04
Step 4
Click to select the Brush tool, set the size of 100 pixels, hardness of 50%. Brush the image shown in the following illustration. The following adds color to the footage. In the Layers panel, add hue/saturation adjustment layer, set hue +105, saturation-22, lightness-29. Then add the color level adjustment layer settings 36/0.89/255, as shown in the following figure.

Figure 05

Figure 06
Step 5
Here are some points to add to the footage, here you need to be patient. Create a new canvas, size 140*140 pixels, background black. Select the brush, set the size of 45 pixels, draw a white circle in the center of the canvas, and then the four corners of the canvas are painted 1/4 circles like the following figure.
Select Edit > Custom pattern, set the pattern name to "dot", and click OK. Go back to the main canvas, add a new layer, press CTRL + A to select all, select Edit > Fill, select the pattern, and then select the dot pattern you just created. After the fill, set the layer blending mode to the screen with an opacity of 9%.
