1. Netstat-ano look at the 443 port is occupied no, usually local address plus port number, that port number is what you are looking for, and the last column is the PID, that is, the process number. (Common software has virtual machine, visualsvnserver)
2. Look for a process that occupies 443 ports by printing tasklist in CMD. (typically using Windows Task Manager)
3. Taskkill/pid port number to kill this process, xampp restart Apache. (typically using Windows Task Manager)
