The creation of the background is nothing to say, just a gradient, then add a pattern. Document size, please feel free, I use the 1500*1000 pixel. First of all, I draw horizontal center and Vertical Center two guide line, convenient alignment, select the Ellipse tool, draw a circle.
Adds a gradient overlay to the circle.
Adds a 1-pixel stroke.
Add a drop shadow.

Add a radial gradient to the inner circle.
Add a stroke.
Add an inner shadow.
Add an outer glow to simulate the white high light outside the gray stroke of the original icon.

Below, start drawing that downloaded arrow icon, first, draw a circle, and then draw an ellipse minus.
Select the Rectangle tool, draw a rectangle, rotate it, subtract.
Draw a rounded rectangle and increase.
Copy the rounded rectangle and rotate it, resizing it.
Draw a triangle, and fill in the middle blank position.
Merge the shape components and add a layer mask, with a brush smudge, so that the left arrow icon has the same transparency as the original icon.
Add a gradient overlay for this arrow.
