The active shut-off party sends fin after entering the Fin_wait,fin_wait party receives the ACK and fin, sends the ACK, then enters the time_wait 2MSL, because puts the ACK retransmission, ensures the other side can close smoothly.

The passive shut-off party receives a fin that sends an ACK into the clost_wait, and the fin is sent into the LAST_ACK,2MSL to ensure that the passive side receives the last ACK.

The general active side is the client, the port is not fixed, the 2MSL time_wait also is OK, but the passive side is the service side.

If there are too many time_wait on the machine, there will be problems.
