Solution:
The taglibs. jsp file introduces all the taglib used in JSP. The URI attribute should be consistent with the <taglib-Uri> declared in the web. xml file.
Modify <% @ include file = "/taglibs. jsp" %> to <% @ include file = "taglibs. jsp" %>
