Solution to "add or delete programs" in the XP System

1. Start-run (enter regedit)-OK or press enter to open the Registry Editor;
2. In the Registry Editor, find HKEY_CURRENT_USER and expand it;
3. In the expand item of HKEY_CURRENT_USER, find Software and expand. In the expand item of Software, find Microsoft and expand;
4. Find and expand Windows in Microsoft's expand item, find and expand CurrentVersion in the expand item of Windows, and find: Expand ies in the expand item of CurrentVersion, find "Explorer" in the expanded items of "ies", click "Explorer" with the left-click "Explorer", find "DisallowCpl" in the right-side window of "Explorer", right-click "DisallowCpl", and click "delete" in the drop-down menu, click OK to exit the Registry Editor.
5. restart the computer, open the control panel, and add or delete programs.
