1, open the picture you want to distort, coloring part is to pay attention to the area.

2. Turn on the filter-liquefaction, use the expansion tool (try it with the brush size).

3, now use the wrinkle tool.

4, finally with the forward deformation tool to do some adjustment.

5, if you follow the step-by-step, your picture should be like this. Note: If you are using your own photos, be especially careful not to distort the background of the picture.

6, copy the layer, select the original image. Go Color (Image > Adjust > Hue and Saturation: saturation-100), select duplicate layer, change blending mode to multiply.

7, create a new layer, select the Gradient tool (G). Select the radial gradient (the color transitions to transparency) and select #7bb5de as your foreground color. As shown in the following figure, pull a gradient, select the blending mode as the color deepens, and the fill to 40%.

8, Merge all layers, select Filter > Sharpen > Intelligent sharpening. Try to adjust with the parameters you think are appropriate. (The number of parameters I use for this tutorial is: 56%, Radius: 1px, remove: Gaussian blur).
