Waiting event: reliable message
The Metalink description is as follows:
When you send a message using the 'ksr' intra-instance Broadcast
Service, the message publisher waits on this wait-event
All subscribers have consumed the 'reliable message' just sent.
The publisher waits on this wait-event for three seconds and
Then re-tests if all subscribers have consumed the message, or
Until posted.
That is to say, when a message is sent across instances, the sender expects to receive the reply from the subscriber. If no trusted reply is received,
It will remain in the waiting state. Wait 3 seconds until you receive replies from all subscribers or wake up.
In the RAC environment, if this wait event appears in the top 5, it indicates that the communication between nodes has encountered a problem and a node cannot be obtained.
