Why isn't there a default Web. xml file after creating Dynamicwebproject in eclipse?

When you create a new dynamicwebproject in Eclipse, do not directly click "Done", in the next there is a tick option (Generate Web. XML deployment descriptor), the selection will default to generate Web. Xml. such as:

Finish creating the project structure as shown in:

Note The structure is: Web. XML is outside the Lib folder and inside the Web-inf folder. Tested as if Web. XML was placed in the Lib folder is no problem.
