Win10 UserManager is always disabled.
Win10 UserManager is always disabled automatically, which may cause a series of function errors, such as the Start menu cannot be opened, CORTANA error, and no input method. This is a BUG in WIN10, which is currently not officially available, currently, you can enable the UserManager service by performing batch processing at startup.
Step 1: Create the startup batch file SC config UserManager start = auto

SC start UserManager is saved as the "start UserManager. BAT" file on disk C. Note that there is a space after start =.
Step 2: create a task
1. Create a scheduled task as shown in red arrow
2. General tab, run with the SYSTEM account, otherwise the startup will fail
