The recent failure of the Windows machine to access other machines on the wire. In fact, the local port is not enough to use the cause.
D:\>netsh interface IPv4 show Dynamicportrange protocol=tcp

This can be used on the actual port 16,384, you can directly netstat-atn to see the number of each state. If you make a large number of requests outside the local port is not enough.
You can modify the start port:
netsh int ipv4 set dynamicport tcp start=2000 num=63000
netsh int ipv4 set dynamicport UDP start=2000 num=63000
netsh int ipv6 set dynamicport tcp start=2000 num=63000
netsh int ipv6 set dynamicport UDP start=2000 num=63000
Then modify the registry to shorten the time-wait time.
Regedit open the registry and add
DWORD Value
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters
"MaxUserPort" =dword:0000fffe
"Tcptimewaitdelay" =dword:0000005 (shortened to 5
