When a service fails to start, it is often caused by a user changing the user name or password.
Today, I encountered the problem is that I changed the system administrator password encountered after I have the system administrator password to start PostgreSQL, the System pop-up dialog box display: 1069 error code (due to login failed to start the service).
Solution:
Run inside Enter "Services.msc" to start the service management interface, find the service "PostgreSQL database server 8.3" or go to Control Panel, open "Administrative Tools"/"Component Services" to open the "services" Component Services.
Select the name of the service you want to open, such as "PostgreSQL database Server 8.3" right click "Properties", select the "Login" tab, and the password or username should be the current use.
Finally, click "Start" On the General tab.
