After multiple searches, check whether the XML syntax is correct.

Cause:

Incorrect format for the first line of the XML file. Modify the first line carefully.

<? Xml version = "1.0" encoding = "UTF-8"?> (The reason is unknown. You can also preview this line if you delete it .)

A more reasonable solution:

Delete the XML document, use the system New-> other-> android xml file to re-create the XML document, and then COPY the XML document content or enter it.
