It took a long time to find the culprit: When I installed the database, the user password was set to contain the @ symbol, which caused this error. It was a bit strange ,, when ORACLE connects to the database, it should use the string following the password @ as the connection word. So remember to pay attention to this, otherwise it is difficult to find the problem.
