Oracle Database record is locked by another user problem solution

When operating the Oracle database, PL/SQL is directly disabled because the execution is complete and no commit is available. Later, the table is locked and this information appears during editing, record is locked by another user!
In this case, you only need to perform the following steps to unlock it.

Select t2.username, t2.sid, t2.serial #, t2.logon _ time
From v $ locked_object T1, V $ session T2
Where t1.session _ id = t2.sid order by t2.logon _ time;
-- View the lock

-- Alter system kill session 'sid, serial #';
-- Kill the lock.
Alter system kill session '2017 78 ';
