Questions about phpnow php. ini

For php. ini of phpnow, where is the php. ini file of phpnow? Found the c:/Windows directory does not have this file, just in the D:/phpnow/php-5.2.14-Win32 Directory has a php. ini-dist and php. ini-recommend file I set php. ini-dist file name changed to php. ini is then copied to php. ini problems
Where is the php. ini file of phpnow? The file does not exist in the c:/Windows directory.
There is a php. ini-dist and php. ini-recommend file under the D:/phpnow/php-5.2.14-Win32 directory.

I changed the php. ini-dist file name to php. ini and copied it to the c:/windows directory. changed register_globals = On and restarted the server.
After phpinfo. php is run, register_globals is still off. why?
